Candidates applying for a Professional
Certificate may need to take the Professional Education Test. See your Official

This multiple-choice test assesses
general knowledge of pedagogy and professional practices and consists of
approximately 120 items.
Candidates applying for a Professional
Certificate and those adding a subject area to a Professional Certificate may
need to pass a subject area exam in the field in which they are seeking
certification. See your Official Statement of Status of Eligibility.
The subject area exams are for degreed
academic and some vocational subject areas. These exams measure content area
knowledge, usually in a multiple-choice format. The number of items varies from
approximately 80-225, depending on the subject area. English 6-12, Middle
Grades English 5-9, French K-12, German K-12, and Spanish K-12 also require an
essay. Spanish K-12 and French K-12 have a speaking component and are
administered in a language lab, and German K-12 includes a tape-recorded
interview. Speech 6-12 includes a videotaped portion.
The Elementary Education
K-6 subject area exam consists of five sections administered in two
sessions on the same day. No partial scores are provided for examinees who do
not complete the entire test. If an examinee attends the first session but not
the second, he or she will receive a failing score and must retake the entire
test. This exam was formerly named Kindergarten - Grade 6.

Time Allowed for FTCE/FELE Computer-Based Tests
The time allowed for the FTCE/FELE
computer-based tests is the same as that allowed for the pencil and paper
tests. The chart below summarizes the total time allowed, in minutes, and the
approximate number of items for each test.

Florida FTCE/FELE Computer-Based Test Center Locations
The FTCE/FELE computer-based
exams will be offered at flexible times and locations on a semi-continuous

for your selection. If you just want to view the possible selections without
actually registering, you may quit before paying. If you want to finish the
registration, you have that option.

FTCE/FELE Computer-Based Test Center Locations and Hours

Required
Computer Skills
Minimal computer
skills are required to complete the tests. As an examinee,
you need to be comfortable with a Windows
environment and with how to use a mouse, including clicking, double-clicking,
dragging, and scrolling. You will have the
opportunity to complete a short tutorial before beginning the exam to ensure
that you are able to respond to questions
appropriately. All the exams contain only multiple-choice
questions.

After being seated for your computer-based test, you will have
the opportunity to go through the
tutorial before the actual test. The tutorial
demonstrates how to move from question to question, how to mark and change
answers, and how to review test questions at the end of the test and/or as the
test progresses. You will learn how to access help and about the scrolling

tutorial now to get some idea of what to expect, by clicking on the

Fees for FTCE/FELE
Computer-Based Tests


All payments to take
exams must be made by credit card or electronic check during the Internet-based
registration process. When you receive your credit
card or bank statement, the payee will be identified as either Promissor, Inc.
or Cat Inc. If your credit card is denied, you will
get a message saying so during the registration process. You will not be
able to complete your registration until you provide a valid payment.

Register as a
Test Taker:
To
register, you must access the CATGlobal registration
Web site by typing
www.catglobal.com into your browser window.

Choose the first
option: If you wish to register for an exam or fingerprint for a profession
licensed by the State of Florida, such as Florida Teacher Certification Exam,
Insurance or Real Estate click here.

On the next screen,
choose the option for Florida Teacher Certification Exam (FTCE).
-
The first time you
visit this site you must create a Test Taker account. Choose the link for this
option.
-
Enter
the required information.
Please make sure you enter your Social Security number correctly. If the number
is not entered correctly, the Florida Department of
Education and the school districts
will not be able to recognize your scores.
At the bottom of the screen, press SAVE.
-
A
Test Taker ID and password will appear. This ID and password
will also be sent to the e-mail address you provided when you entered the
previously required information.

Important:
Keep your ID and password. You will enter this ID and password in the computer
at the test site before your test begins, and every time you access your Test
Taker account at the CATGlobal Web site
(www.catglobal.com).

Click on the Continue button to schedule a test.
Schedule a Test:
You
are responsible for mistakes made during the registration process. Please
review all registration dates and test names before finalizing payment.
Confirmation emails should also be reviewed for accuracy.
To
schedule a test, click on Schedule a Test, which now appears on the
left hand side of the screen under My Tasks.

Step One, Select a
Test: On the dropdown menu under Company/Assoc.
Sponsor, select Florida Department of Education. On the
dropdown menu under Test Program, select Teacher Certification. If this is your first time scheduling a test,
you will now be asked to provide additional
demographic information. To ensure that your score report has your correct name
and Social Security number, you must enter this information accurately. After entering the additional
demographic information, you will
be returned to the registration screen.
On the
dropdown menu under 'Test' select the test for which you want to register.
Notice that you must click on the little arrow at the end of the dropdown menu
box in order to access the entire list of choices. Register only for those
portions of the General Knowledge test that you intend to take at that time.
Notice that you have your choice of any combination of General Knowledge
components. If you register for a section that you don't need, your score
report may be inaccurate; if you don't register for a section that you do need,
that section will not be available for you when you go to the testing center.
After you have made your choices, click the Continue button.

Step Two, Select a
Test Center: Choose the city where you wish to take the test. Then
choose the name/address of the test center.
Notice that you must click the little arrow at the end of the dropdown menu
boxes in order to view all of the available cities and available test centers
from which to choose, as illustrated in the pictures below. Some cities, such
as Orlando, have more than one test center. Please make sure
you register at the site at which you intend to test. Click Continue when you have made your selections.

Step Three, Select
Date & Time: Continue the registration process as directed on the
screen, selecting the location, date, and time of your test. You must first
choose a month, and then a day. The times available will appear for your
selection. Be sure the date and time are those you
intended to choose, then click on Add to Cart when you
are finished. If the Time: says 1:00 PM, it means your test begins at 1:00 PM and you should arrive before 1:00 PM. If you arrive even a few minutes late for your scheduled test, the testing center may not be able to accommodate you.
Some AOL
users may not receive the confirmation email. Be sure to check your junk or spam folder to see if the email is there. Confirmation can also be done by
logging in and clicking on View Schedule under My Tasks. All scheduled
tests should appear. Clicking on the individual test name will bring up the
receipt with pertinent information.

Viewing
Your Test Schedule
To view your current test schedule, go
to www.catglobal.com
and log in using your Test Taker ID and password. After you are logged in,
click on View Schedule under My Tasks on the left side of the
screen. You will be able to see the tests for which you are currently
registered. You can then click on the name of the test to view the official
receipt for that test. You also have the option of changing or canceling the
test. If you just need to change your test day/time, you may use the Reschedule
option; however, if you need to change your test site, you must first Cancel
your test and then schedule a new one, in order to access the screen which has
the dropdown menu with the test center locations.

Lost Password
You may recover a
lost password by going to www.catglobal.com
and clicking on the Lost Password link on
the home page. Enter the requested information. If you enter
all the information exactly
as you entered it when you set up your
Test Taker account, the password should be sent to you immediately. If you
cannot enter the information, you must contact customerservice2@pearson.com.

Updating
Your Personal Information
You may update
your personal information by returning to the CATGlobal
Web site at www.catglobal.com and entering your Test Taker ID and
password during the log in process. After you log
in, your personal options (Frequently Asked Questions,
Change Password, Update Account, and Log Out) will
automatically appear under User Information on the right. If
you have moved or changed your email address, it is very important that
you update the information in your testing account. Score reports will be
sent to the address listed in the account and confirmations will be sent to the
entered email address.

- If you are using AOL and having trouble logging

Rescheduling
or Adding a Test
Rescheduling or cancellation of your exam must be done online by you, using your Test Taker ID and password,
at www.catglobal.com.

password during the log in process. After you log
in, your personal options (Schedule a Test, View Schedule,

Cancellations
and Refunds
You
are responsible for making any cancellations by the required 24-hour deadline.
Cancellations must by done online, using your Test Taker ID and password,
at www.catglobal.com.
Canceling
a Test
You
must cancel a test by returning to the CATGlobal
Web site at www.catglobal.com and entering your Test Taker ID and
password during the log in process. After you log
in, your personal options (Schedule a Test, View Schedule,
and Test Records) will automatically appear
under My Tasks on the left. When you click on View Schedule,
you should see a list of tests you have scheduled. At the end of each
listed test, Reschedule and Cancel will be listed
underneath the options section. Choose Cancel and follow the
prompts. When canceling, you should receive a message on the screen that states a refund is due.
If you cancel
within the 24 hour window or miss your test you must wait until the next day to

Refunds
To cancel a test and receive a refund, you must cancel at least
24 hours before
your appointment.
If you cancel within 24 hours of your scheduled exam or you fail to arrive or
arrive too late at the test site to be seated, you will not receive a credit
because of the expenses incurred for reserving the computer time and
downloading the test.
If you use a
credit card to pay for your test, you will receive a credit back on your credit
card account. If you use an electronic check, then you must contact Promissor to begin the refund process. The candidate is given the option to receive a check which takes approximately three weeks or supply a credit card # and expiration date which will be put back on their card within 3-5 business days.
If you fail to take, retake, or complete a test for which you are registered, no fees or charges will be refunded; however, there are two conditions under which you may receive a voucher for a subsequent test registration:
-
Illness or injury of the examinee or a member of the examinee's immediate family that prevents the examinee from taking the test;
-
Death of a member of the examinee's immediate family within 15 days before the test date.
The term immediate family is defined as the examinee's spouse and the grandparents, parents, brothers, sisters, children, and grandchildren of both the examinee and the spouse.
To request a voucher:
-
Send an email to CBT@usf.edu, stating the reason you were prevented from taking the test. Please include your name, the test date, test site, the name of the test, and an email address,

Fax or mail (see phone and mailing address below) documentation: In the case of illness or injury, a signed letter attesting to the illness or injury from a medical doctor, physician's assistant, or nurse practitioner on official letterhead stationery. Letters written on prescription forms are not acceptable; however, "return to work" authorization letters are acceptable. OR In the case of a death, a dated newspaper obituary or a dated funeral program stating your relationship to the deceased.

The letter and the documentation of illness, injury, or death must be received in the FTCE/FELE CBT office within 30 calendar days (including weekends and holidays) after the missed test date.
Vouchers are not given for traffic or weather-related delays or cancellations, unless the testing center itself has closed.

Disability
and Exceptions Accommodations
According to rule 6A-4.0021(6)(a)(b) FAC, a person with a disability means any person who has a physical or mental impairment that substantially limits one or more major life activities, has a record of such an impairment, or is regarded as having such an impairment as defined in the Americans with Disabilities Act, Section 35,104(1)(2)(3)(4). Examinees requesting special arrangements must be certified as having a disability by a licensed psychologist or physician. In the absence of such certification, the examinee may submit disability documentation for accommodations provided during the examinee's baccalaureate or graduate program. Any documentation presented must describe the disability.
You
must request special arrangements before you
register for your test.
Special arrangements, such as extra time, may be made for examinees who have visual impairments, hearing impairments, physical disabilities, or specific learning disabilities. Reasonable accommodations will be provided where possible.
To
request special accommodations before registering for an FTCE/FELE computer-based
test you must complete the following steps:
You
first need to create a Test Taker account to get your ID and password. Go to www.catglobal.com and follow the directions on where to click if you wish to register for the Florida Teacher Certification Examinations. When you register as a Test Taker you will
only be providing the personal information necessary to establish a testing
account, not registering for a specific test.
Mail
or fax the following 2 letters:

If you are requesting the same accommodations that have already been approved, you may email your request.

Medical Letter: Include documentation, on official letterhead stationery (including physician name, address, and telephone number), from a medical doctor, licensed psychologist (including license number), or college/university official. The documentation must meet the following criteria:

describes and attests to the specific disability and that the disability substantially limits one or more major life activities; test data must be interpreted and summarized.

is dated within the past three years when first presented.
Once the documentation is on file you do not need to resubmit documentation unless the documentation is more than three years old.

Eligibility
and Retakes
No one may retake any test or subtest less than 31 days after completing the same test or subtest. For example, if you test on September 3rd, you must count to the 31st day (or October 4th), with the first day being September 4th to determine the next valid exam day. If you retake an exam within 31 days, your second test score will be invalidated. At the test site, you will be asked to sign a statement
regarding eligibility and the Guidelines for Test Takers.

Check-In Process
You will not receive
an admission ticket when you register for a computer-based test. Instead, you
will receive an email confirmation. It is recommended that you bring your email
confirmation to your testing appointment, as it has important information
including your Test Taker ID, password, appointment time, and directions to the
test center. If the Time: says 1:00 PM, it means your test begins at
1:00 PM and you should arrive before 1:00 PM. If you
arrive even a few minutes late for your scheduled test, the testing center may
not be able to accommodate you.
You are expected to
bring your Test Taker ID and password with you to the test
center. If you do not have your ID and password, the test center staff will have access to that information.
Beginning January 1, 2007, your primary ID must be government-issued. No exceptions. You must bring 2 valid and unexpired forms of ID that are printed in English. The primary ID must have a clear photo and your signature, such as a driver's license, state-issued ID card, U. S. military ID (with visible signature), or passport. A student ID, even from a state university, is NOT acceptable for the primary form of ID. The second ID must have either a photo or a signature, such as a Social Security card or student ID. If you do not have the proper ID, you will NOT be permitted to test.
Please make sure your registration is under the same name indicated by your identification. If you have had a legal name change, you must bring an original, official legal document that indicates both your former and changed names clearly within that document. The legal document may be a marriage certificate, divorce decree, certificate of naturalization showing a new name, or a court order.
In addition, a photograph
will be taken of you. You will receive a copy of the Guidelines for Test Takers, and you must sign the logbook. Signing the
logbook indicates your agreement with the following statement:
I have
received, read, and agree to abide by the Guidelines for Test Takers.
I understand that any failure to abide by the Guidelines for Test
Takers may result in my disqualification. I understand that I may be
monitored by camera and/or video recorded at any time while in the testing
suite. In the event that I pay any fees for testing by credit card, including
payments made through the CATGlobal Network Web site, I agree to pay such
amounts in accordance with my credit issuer agreement.
If you
are testing out of state you will sign a slightly different logbook statement
and a separate statement called the Examinee Agreement for
Computer-Based Testing.
When you are being checked in, please review and verify your account information. Check your mailing address for accuracy (including apartment #'s) and your Social Security number. If any information is incorrect the test center staff can make the necessary changes. Any incorrect information could delay your score report.
When you are seated at
the computer for your test, you must enter the ID and password you
received when you registered as a Test Taker. You will not be permitted
to take personal belongings to the computer workstation. These must be stored
as directed by the test site personnel. Please note that water bottles are not allowed in the testing room.

Guidelines for Test Takers
Institute for Instructional Research and Practice
By
taking a computer-based test at an Institute center, you agree to abide by the
following rules and procedures:
1.
You may not retake the same test any sooner than the 31st
day after the previous administration of the same test NOR any sooner than the
31st day after completing a score verification session, in Tallahassee,
for the same test.
If you do retake the same test, in either paper-and-pencil
format or computer-delivered format, sooner than the 31st day, the
score from the retake administration will be invalidated.
2.
Your test will be monitored continuously and may also be videotaped.
3.
Do not bring any materials into the testing room except those
specifically indicated by the test administrator.
Your personal belongings will be stored securely. Examples of personal
belongings include bags (such as purses, backpacks, briefcases, and packages),
hats, outerwear, computers, books, written materials, cellular phones, pagers,
and good luck charms.
4.
If you have a question regarding use of the testing system hardware or
software, signal the test administrator; he or she will come to the testing
room. Your
test administrator will indicate how to summon assistance. Test administrators
will not answer any questions regarding the content of a test. Direct all
questions or concerns regarding test content to cbt@usf.edu.
5.
Your test may be stopped and you may be removed from the testing center
if you exhibit behavior that could compromise the integrity of test content or
jeopardize the safety of testing center occupants. This includes, but is not
limited to the following:
-
Offering
or accepting assistance of any kind, or viewing another person's monitor or
test materials.
-
Providing
fraudulent identification or posing as another Test Taker.
-
Bringing
any study materials or prohibited aids (for example, textbooks, notebooks,
classroom notes, calculators, conversion tables, dictionaries) to the testing
room.
-
Disobeying
testing guidelines or the instructions of the test administrator.
-
Disturbing
other test takers (for example, by talking or making noises).
-
Copying
or attempting to copy test content, or attempting to remove test content
information from the testing room.
-
Altering
the workstation computer or attempting to use it for any purpose other than
taking the test.
You
may or may not receive a warning before your test is stopped. Refunds will not
be given for tests in which suspicious behavior was proven to occur. All
appeals will be handled through the Institute.
6.
If you need to leave the testing room for any reason, signal the test
administrator and wait inside the testing room until you are escorted out. You
may not leave the testing center while your test is in progress.
7.
When your test is complete, signal the test administrator and wait
inside the testing room until you are escorted out. Please remove all your test
materials from the testing room. If
you use scratch paper, it will be collected and counted as you fill each page
and request another, and upon completion of your test. Failure
to return scratch paper may result in the cancellation of test results.

these procedures, please speak to the test administrator
before beginning your test.
Cheating Issues
Please be advised that if an examinee is found to be cheating or possessing a prohibited aid, that information will be reported to the Department of Education and, as a result, the test score(s) for that test administration may be invalidated. If a test score is invalidated due to an examinee cheating or possessing a prohibited aid, that information will be forwarded to the Bureau of Educator Certification and Professional Practices Services for further review and investigation.
Cheating is any unauthorized activity that impairs or alters the circumstances of the examination as a measure of the knowledge or skills it was designed to assess, including but not limited to the following:
- Obtaining, or attempting to obtain, in advance of the examination administration, the specific questions, prompts, answers, responses, or examination question stimulus materials that are, or purport to be, part of the examination.
- Providing, or attempting to provide, to an examinee in advance of the examination administration, the specific questions, answers, responses, or examination question stimulus materials that are, or purport to be, part of the examination.
- Bringing, or attempting to bring, into the examination room, materials, equipment, or information in any tangible form that could be used to provide unauthorized assistance in responding to examination questions or directions.
- During the examination administration, looking, or attempting to look, at the examination answers, responses, or other materials of another examinee.
- During the examination administration, providing, or attempting to provide, examination answers, responses, or other unauthorized information to an examinee.
- During the examination, using, or attempting to use, prohibited aids (see below).
- During or after the examination administration, taking, or attempting to take, from the examination room, copies of, or notes regarding, examination questions, prompts, answers, responses, or examination question stimulus materials.
- During the examination administration, continuing to work on the examination after the testing time has elapsed, and a directive to stop working has been given by a room proctor or room supervisor.
- Taking, or attempting to take, the examination while falsely purporting to be a registered examinee.
- Causing, or attempting to cause, another person to take the examination who falsely purports to be a registered examinee for that examination administration.
- During the examination administration, writing an essay that shows evidence of having been prepared before the examination; that is, presenting an essay that is not an original essay composed by the examinee during the test in direct and specific response to an essay topic presented on the test.
You cannot bring any of the following prohibited aids to the test room. They include: cell phones or any other electronic communication or recording device such as a beeper, personal digital assistant (PDA) such as a Palm Pilot, or listening device such as a compact disc or tape player. Also prohibited are written notes, scratch paper, and communication of any kind between examinees. You cannot bring dictionaries or other books of any kind; correction fluid or any correction tapes or substances; rulers, slide rules, protractors, compasses; Timex Data Link TM wrist watches or calculator watches; laptop computer or any computer (except if approved for an examinee with a disability); or calculators except those provided by the test site.

Reports for FTCE/FELE
Computer-Based Tests
Original Score
Report
An
unofficial Pass/Not Pass will appear on screen at the end of your test.
You will not get a printed copy of your unofficial score at the time of your test; the test
centers are not allowed to print out the score screens. No scoring information
is available over the phone. Scores for computer-based tests will not be
available on the Internet.
You
will be mailed two original score
reports approximately two weeks after the date of testing. Please allow for
mailing time before contacting us regarding a score report; however, if you
have a concern, you may contact us at CBT@usf.edu.
Please
note, each
test generates an individual score report which may or may not reflect
scores from other recently completed tests at the time the score report is
printed. For example, if you take the Professional
Education test on one day and the
General Knowledge test(s) a short time later, the score report for General
Knowledge may not reflect the new Professional
Education score and/or the score
report for the Professional
Education test may not reflect the
scores from the most recent General Knowledge test(s). However, the two score
reports together will provide verification of your scores for all tests.
Previously, applicants have
been responsible for sending one original score report to the Florida Department
of Education, Bureau of Educator Certification, as a part of the application
process for a Florida Professional Educator's Certificate. Beginning with the
April 2003 administration, scores will be sent automatically to the Bureau of
Educator Certification. Therefore, it is no longer necessary for applicants to
send an original score report to the Bureau.
At the beginning
of the test you will have the opportunity to authorize the release of
scores to a Florida college or university and/or a Florida school district at
no charge. We cannot stop scores from being sent once you include this information and start your test. If you want a copy of your score
report sent to an additional college, university, or school
district after you have taken your test, you must mail one of your copies
to the institution or district. The score report comes on one page
that can be separated into two parts with exactly the same information.
If you do NOT receive your score report, contact the computer-based testing office at CBT@usf.edu within 5 weeks after your test date. A replacement score report will be mailed to you at no charge. If you fail to notify the computer-based testing office within 5 weeks of your exam date, you will be required to pay $10 for a new score report.
Duplicate Score
Report
To
obtain a duplicate score report, send a request with your name, Social Security
number, mailing address, test name(s) and date(s) requested and $10.00
(personal check or money order payable to FTCE/FELE-USF) to the FTCE/FELE-USF
office in Tampa. Be sure your current address and telephone number appear on
your check, money order, or cashier’s check. Duplicate score reports
will be mailed only to the examinee. Send your request to:

Two identical, official duplicate score reports will be mailed to you within 10 days after your complete order with payment is received in the FTCE/FELE-USF office. If
you want a copy of your score report sent to a college, university, or school

your computer-based test, you must mail one of your copies to the institution
or district. The score report comes on one page that can be
separated into two parts with exactly the same information.

Correcting Your
Social Security Number or Name
Correcting Your Social Security Number
If
your Social Security number is incorrect on your score report, it is a result
of the wrong number being entered during the registration process as a Test
Taker on the Promissor website. An incorrect Social Security number could result in an incomplete score report that does not reflect your scores for all of the tests you have taken. It could also result in incomplete or no information being transmitted to your district or college/university or the FDOE certification office.
Examinees need to correct
their own Social Security number by completing both of the
following two steps:

Log
on to www.catglobal.com
and change the incorrect Social Security number to the correct one at two
locations, by logging on with your Test Taker ID and clicking on
Update Account on the right hand side of the screen. There should be
two locations requesting a Social Security number:
Additional Information and Personal
Information for Teacher Certification. Please be sure both reflect the
correct Social Security number.

After you have corrected your
Test Taker account, we need to correct our records. Mail or fax a letter with
the following information:

to receive a new score report, then please request a
duplicate score report by following the appropriate directions on this

Test Preparation Guides for FTCE/FELE
Tests
Test preparation guides are available to
help candidates prepare for the FTCE/FELE tests. FTCE/FELE guides are each approximately
30 pages in length and include a description of the test, a list of
competencies and skills tested, and sample test items. The guides are not
intended as an all-inclusive source of general knowledge, nor is it a
substitute for college course work. The sample items are not an exact
representation of the content of the actual test. Instead, the guide is
intended to help candidates prepare for an examination by presenting an
overview of the content and format of the examination.
It is to the candidate's advantage to
order study materials well in advance of the test date. Copies of FTCE/FELE study
materials may also be found in many Florida university libraries and in a
limited number of college bookstores.
You have several options for obtaining
test preparation guides, which are $5.20 each (Florida residents add 7% sales
tax for a total of $5.62) and may be purchased from the University of South
Florida online, by mail, or in person.

Online.
(Credit card) Please note that when you go to order the guides online,
you will be leaving the Computer-based testing web pages and going to the
Standard testing web pages. If you need to return to
computer-based testing, use your back arrow or use the Computer-based Testing
link at the top right of the banner.

By Mail. (Check,
money order, or purchase order--NO CASH) Download the
order form in
Adobe PDF format and then
print it out, fill it in and mail it to the test preparation guide office whose
address is on the form. If you don't have Adobe Acrobat Reader, you need to
download the
free software first. There
is also an order form on the back of the registration bulletin. Delivery takes
approximately two weeks.

In Person. (Check,
money order, or purchase order--NO CASH) Test Preparation
guides may be purchased directly between 8:30 a.m. and 4:30 p.m. weekdays at
the offices of the Institute for Instructional Research and Practice, Room
148c, Faculty Office Building (FAO), University of South Florida.
The University is located at 4202 East Fowler Avenue in Tampa. There are exits
for Fowler Avenue off Interstate 75 and Interstate 275; the University is
located between the two interstates.
